The work-exempt list in the Oklahoma-adopted 2024 IRC (R105.2) has no reroofing exemption, but whether a roofing permit is issued is decided by the city, town, or county that enforces the code. Roofing contractors must register with the Construction Industries Board (59 O.S. 1151.3), and beginning January 1, 2028 a Residential Roofing Endorsement is required for residential roofing work; an owner roofing their own residential property is exempt from registration (59 O.S. 1151.9(B)). Oklahoma amended IRC R908.4 so a new layer of asphalt shingles may not be installed over a roof that already has one or more layers of asphalt shingles.
