Permit likely required

Most likely yes. Bathroom remodel usually requires a permit in New Mexico. Confirm the specifics with Alamogordo.

Only minor repair or replacement of faucets, taps, and jets is exempt from a plumbing permit (NMSA 60-13-45(B)(1)); replacing a toilet, tub, or vanity or moving piping is plumbing alteration. All wiring work needs an electrical permit; plumbing and electrical homeowner permits require passing CID exams (CID FAQ). Adding a bathroom to a home on a septic system involves the NMED Liquid Waste Program (CID residential permit guide). If older materials may contain asbestos, CID's guide says to call the NMED Air Pollution Control Bureau at 1-800-224-7009 first.
